 महाराष्ट्रात वनहक्क दावे अंतिम करण्यासाठी आणि वनपट्टे वाटपासाठी विशेष अभियान

मुंबई, १० सप्टेंबर २०२६: महाराष्ट्र शासनाने अनुसूचित जमाती व इतर पारंपरिक वननिवासी (वन हक्कांची मान्यता) अधिनियम, २००६ अंतर्गत प्रलंबित वनहक्क दावे त्वरीत अंतिम करण्यासाठी आणि मंजूर दावेदारांना वनपट्टे वाटप करण्यासाठी विशेष कालबद्ध मोहीम जाहीर केली आहे. ही मोहीम १७ सप्टेंबर ते २ ऑक्टोबर २०२६ या कालावधीत अभियान स्वरूपात राबविण्यात येणार आहे.

महसूल विभागाने काढलेल्या शासन परिपत्रकानुसार (क्र. जमीन-३०२६/प्र.क्र.८९/जमीन-६), ग्रामस्तरीय, उपविभागस्तरीय आणि जिल्हास्तरीय वन हक्क समित्यांना ठराविक वेळेत कार्यवाही पूर्ण करण्याचे निर्देश देण्यात आले आहेत.

मोहिमेचे मुख्य टप्पे:

१७ ते १९ सप्टेंबर: ग्रामस्तरीय वन हक्क समित्या दाव्यांची पूर्वतयारी, पुरावे व अभिलेख तपासणी, स्थळपडताळणी आणि मंजुरी/नामंजुरीबाबत निर्णय घेतील.

३० सप्टेंबर ते २ ऑक्टोबर: ग्रामसभा शिफारशीसह दावे उपविभागस्तरीय समितीकडे पाठवेल. उपविभागस्तरीय आणि जिल्हास्तरीय समित्या प्रलंबित दाव्यांवर अंतिम निर्णय देतील.

याच कालावधीत यापूर्वी मंजूर झालेल्या वन हक्कधारकांना ७ई/१२ई नमुन्यात वन हक्क अभिलेख/वनपट्टा विशेष मोहिमेद्वारे वितरित केले जातील.

जिल्हाधिकाऱ्यांना मोहिमेचे समन्वय व संनियंत्रण करण्याची जबाबदारी सोपविण्यात आली आहे. उपविभागीय अधिकारी, तहसीलदार आणि संबंधित यंत्रणांनाही कालबद्ध कामकाज पूर्ण करण्याचे आदेश दिले आहेत. प्रत्येक जिल्ह्याला प्रलंबित दावे, मंजूर प्रकरणे आणि प्रगती अहवाल विहित प्रपत्रात शासनाला सादर करणे बंधनकारक आहे.

शासनाच्या म्हणण्यानुसार, या मोहिमेचा उद्देश कायद्यातील तरतुदींचे पूर्ण पालन करून पात्र वैयक्तिक व सामूहिक वनहक्क दाव्यांचा अनुशेष कमी करणे, निर्णय प्रक्रियेस गती देणे आणि मंजूर दावेदारांना त्यांचे अभिलेख वेळेत उपलब्ध करून देणे हा आहे. कोणताही पात्र दावा केवळ तांत्रिक किंवा अभिलेखीय त्रुटीमुळे अनावश्यकपणे प्रलंबित राहू नये, याबाबत दक्षता घेण्याचेही आवाहन करण्यात आले आहे.

ही मोहीम वननिवासी समाजाला त्यांचे कायदेशीर हक्क लवकर मिळवून देण्याच्या दिशेने महत्त्वपूर्ण पाऊल मानले जात आहे.🙏

महाराष्ट्र में वन हक्क दावों के निपटारे और वनपट्टे वितरण के लिए विशेष अभियान

मुंबई, १० सप्टेंबर २०२६ – महाराष्ट्र शासन के महसूल विभाग ने अनुसूचित जनजाति और अन्य पारंपरिक वन निवासियों के लंबित वन हक्क दावों को अंतिम रूप देने तथा मंजूर दावेदारों को वनपट्टे उपलब्ध कराने के लिए राज्यव्यापी विशेष अभियान शुरू करने का निर्णय लिया है। यह अभियान १७ सप्टेंबर से २ अक्टूबर २०२६ तक चलाया जाएगा।

शासन परिपत्रक क्रमांक जमीन-३०२६/प्र.क्र.८९/जमीन-६ के अनुसार, यह अभियान वन अधिकार अधिनियम, २००६ और संबंधित नियमों के तहत व्यक्तिगत तथा सामुदायिक वन हक्क दावों की प्रक्रिया को तेज करने के उद्देश्य से शुरू किया गया है।

अभियान की समय-सारिणी

१७, १८ और १९ सप्टेंबर २०२६: ग्रामस्तरीय वन हक्क समितियां सभी व्यक्तिगत और सामुदायिक दावों की पूर्वतयारी, अभिलेखीय जांच, स्थल पडताळणी और मंजूरी/नामंजूरी संबंधी निर्णय पूरा करेंगी।

३० सप्टेंबर, १ और २ अक्टूबर २०२६: ग्रामसभाएं ग्रामस्तरीय समितियों की सिफारिशों को उपविभाग स्तरीय समितियों को भेजेंगी। इसी अवधि में उपविभाग और जिल्हा स्तरीय वन हक्क समितियां प्रलंबित दावों पर अंतिम निर्णय लेने और मंजूर दावेदारों को ७ई/१२ई नमूने में वन हक्क अभिलेख/वनपट्टा प्रदान करने का काम प्राथमिकता से पूरा करेंगी।

पहले से मंजूर हुए पात्र वन हक्कधारकों की अलग सूची बनाकर उन्हें विशेष मोहीम के जरिए वनपट्टे उपलब्ध कराए जाएंगे। महसूल और वन विभाग के अधिकारियों को समन्वय के साथ अभिलेखों की अचूकता सुनिश्चित करने को कहा गया है।

जिम्मेदारी और निगरानी

जिल्हाधिकारियों को पूरे अभियान का समन्वय और संनियंत्रण करने, उपविभागीय अधिकारियों को नियमित आढावा लेने तथा तहसीलदारों व संबंधित कर्मचारियों को निर्धारित समयसीमा में काम पूरा करने के निर्देश दिए गए हैं। हर जिल्ह्याने प्रलंबित दावों और पहले से मंजूर धारकों की संख्या की जानकारी निर्धारित प्रपत्रों में जमा करानी होगी तथा अभियान की प्रगति रिपोर्ट भी शासनास भेजनी होगी।

शासन का स्पष्ट निर्देश है कि कोई भी पात्र दावा केवल अभिलेखीय या तकनीकी खामियों के कारण अनावश्यक रूप से प्रलंबित या नामंजूर न हो। अभियान का मुख्य उद्देश्य कानून की प्रक्रिया का पूरा पालन करते हुए लंबित दावों का अनुशेष कम करना, निर्णयों को गति देना और मंजूर धारकों को जल्द-से-जल्द आधिकारिक अभिलेख उपलब्ध कराना है।

Preamble:

Claims of forest title holders primarily mean individual and community forest rights claims under the Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 (Forest Rights Act – FRA). The process of approving these claims takes place at three main levels: Gram-level Forest Rights Committee → Sub-Divisional-level Forest Rights Committee → District-level Forest Rights Committee.

In order to complete the examination of eligible individual and community forest rights claims as per the prescribed procedure and to accelerate the process of granting forest rights to eligible claimants, the Government was considering issuing instructions for conducting a special time-bound forest rights campaign in the State in campaign mode from 17 September 2026 to 2 October 2026. Accordingly, the following instructions are issued.

Circular:

Under this campaign, the concerned Gram-level Forest Rights Committee, Sub-Divisional-level Forest Rights Committee and District-level Forest Rights Committee shall carry out time-bound action as follows:

1. Action by Gram-level Forest Rights Committee – 17, 18 & 19 September 2026

The concerned Gram-level Forest Rights Committee constituted by the Gram Sabha shall complete the preparatory work of all individual and community forest rights claims during the period 17, 18 and 19 September 2026.

Examine the applications of received claims, available evidence, related records, claim area, demarcation and other necessary aspects.

Complete field verification and documentary verification of claims in coordination with the concerned officers/employees of the Revenue and Forest Departments as required.

For each claim, the Gram-level Forest Rights Committee shall consider as per the provisions of the law and record the decision regarding approval/rejection/partial approval in the prescribed manner.

2. Action by Gram Sabha – 30 September, 1 & 2 October 2026

The Gram Sabha shall forward the claims finalized by the Gram-level Forest Rights Committee along with its recommendations to the Sub-Divisional-level Forest Rights Committee for further action during the period 30 September, 1 and 2 October 2026.

3. Pending claims at Sub-Divisional-level Forest Rights Committee

All individual and community forest rights claims previously received from Gram Sabhas at the Sub-Divisional-level Committee and still awaiting final decision shall be handled on priority during this campaign.

Complete documentary examination, necessary hearing/verification of the concerned claims and endeavour to give the Committee’s decision during the period 30 September, 1 and 2 October 2026.

The Sub-Divisional-level Committee shall immediately complete further necessary action on claims recommended as eligible/ineligible and forward the claims to be submitted to the District-level Committee without delay.

4. Pending claims at District-level Forest Rights Committee

All claims received from the Sub-Divisional-level Committee at the District-level Committee and pending for final decision shall be included in this campaign.

The District-level Committee shall examine the concerned claims as per law, give opportunity to the concerned parties if necessary, and take action to give the final decision during the period 30 September, 1 and 2 October 2026.

Approve eligible claims and immediately start further documentary action and the process of granting forest rights.

5. Special campaign for providing forest rights records/titles in Form 7-E / 12-E to approved forest rights holders

Prepare a separate list of eligible forest rights holders whose forest rights have already been approved by the competent committee.

Complete the process of providing forest rights records/forest titles in the newly prescribed Form 7-E / 12-E of the Government to such approved claimants through a special campaign during the period 30 September, 1 and 2 October 2026.

Officers of the concerned Revenue and Forest Departments shall, in coordination, verify the accuracy of names of approved forest rights holders, approved area, Gat/Survey number and other records and prepare Form 7-E / 12-E.

Make the said records/forest titles available to eligible forest rights holders either ceremonially or at the local level.

6. Coordination and Responsibility

The District Collector shall coordinate and monitor the campaign in the district for its successful implementation.

The Sub-Divisional Officer shall coordinate the Sub-Divisional-level action and take regular review.

The concerned Tahsildars, Gram-level officers and other concerned officers/employees shall complete the work assigned to them within the prescribed time limit.

7. Progress Report

Every district shall compile information regarding the number of pending claims before the campaign, cases at Gram Sabha / Sub-Divisional-level Committee / District-level Committee levels, as well as the number of previously approved forest rights holders, in the accompanying Forms 1 to 5.

Submit a separate progress report of the action during 17 to 19 September 2026 and 30 September to 2 October 2026 to the Government in the prescribed Form 6.

The concerned committees shall take care that no eligible claim remains unnecessarily pending or is rejected merely due to documentary/technical defects.

8. Objective of the time-bound campaign

The objective of this special campaign is to reduce the pending backlog of eligible individual and community forest rights claims by fully following the provisions of the law and the prescribed procedure, to accelerate the decision-making process, and to make the related records in Form 7-E / 12-E available to approved forest rights holders in time. All concerned officers shall give special priority to this campaign and complete the action within the prescribed time limit.
