प्रस्तावना :
नागरिकों के और प्रशासनिक कामों को तेजी से निपटाने के लिए शासकीय एवं निमशासकीय कार्यालयों का प्रबंधन कार्यालयीन कार्यपद्धति नियमपुस्तिका के अनुसार सुव्यवस्थित होना आवश्यक है। इसके लिए प्रत्येक शासकीय कार्यालय के दफ्तर एवं अभिलेख कक्ष के अभिलेखों को अद्यतन कर सुरक्षित रखना, कार्यालय की पंजिकाएं नियमित रूप से लिखना और उनका सार निकालना, कार्यालय प्रमुखों को स्वयं के एवं पर्यवेक्षीय कार्यालयों में प्राप्त, निपटाए गए एवं लंबित मामलों की नियमित समीक्षा कर लंबित मामलों को निश्चित समय-सीमा में निपटाने की दक्षता रखना आवश्यक है। परिणामस्वरूप जनता के एवं प्रशासनिक काम निर्धारित अवधि में पूरे हो सकेंगे।
वर्तमान में “झिरो पेंडेंसी एंड डेली डिस्पोज़ल” यह कार्यालयीन कार्यपद्धति विभागीय आयुक्त, पुणे द्वारा पुणे विभाग में सफलतापूर्वक लागू की जा रही है। इस उपक्रम की सफलता एवं उपयोगिता को ध्यान में रखते हुए...

लंबित मामलों को निपटाने तथा नए प्राप्त संदर्भों एवं मामलों को निपटाने के लिए “झिरो पेंडेंसी एंड डेली डिस्पोज़ल” कार्यपद्धति के अनुसार दूसरे चरण में कार्यक्रम हाथ में लिया जाए।
१. झिरो पेंडेंसी :
कार्यालय में लंबित सभी संदर्भ एवं मामलों को निपटाना तथा उसके बाद प्राप्त संदर्भ एवं मामलों को निर्धारित समय-सीमा के भीतर निपटाना ही झिरो पेंडेंसी है। इसके लिए निम्नलिखित अनुसार संदर्भ एवं मामलों को निपटाने की अधिकतम सीमा निश्चित की जाती है।

उपरोक्त विवरण पत्र में दी गई समय-सीमा संबंधी सूचनाएं केवल इस कार्यक्रम के लिए लागू रहेंगी। चरण क्रमांक २ लागू करने के बाद जब कार्यालय द्वारा संदर्भ एवं मामलों की झिरो पेंडेंसी लागू हो जाएगी, तब उक्त अवधि की सूचनाएं लागू नहीं रहेंगी। इसके अतिरिक्त विलंब रोक अधिनियम, २००५ में निर्धारित अवधि के अनुसार मामलों एवं संदर्भों को निपटाना बाध्यकारी रहेगा। साथ ही महाराष्ट्र लोकसेवा अधिकार अधिनियम, २०१५ के अंतर्गत अधिसूचित सेवाओं के लिए संबंधित अधिसूचना के अनुसार निर्धारित अवधि ज्यों की त्यों लागू रहेगी।
ii. डेली डिस्पोज़ल
प्रत्येक शासकीय कार्यालय के अधिकारी एवं कर्मचारी के पास प्रतिदिन प्राप्त प्रत्येक संदर्भ एवं मामले पर यथासंभव उसी दिन कार्रवाई करना डेली डिस्पोज़ल है। यह कार्रवाई करते समय कार्यालय के अभिलेखों का अद्यतनीकरण किया जाए।
चरण क्रमांक १ के अंत में पाए गए सभी प्रकार के लंबित कामों को निपटाने का काम चरण क्रमांक २ के रूप में किया जाए।

कर्मचारी की इस संबंध में कामगिरी उनके KRA (Key Result Area) का भाग मानी जाएगी। संबंधित अधिकारी / कर्मचारी के गोपनीय अभिलेख का मूल्यांकन करते समय पर्यवेक्षीय अधिकारी प्रपत्र-९ की जानकारी ध्यान में रखें।
५. कंप्यूटर एवं कंप्यूटरीकृत प्रणाली का उपयोग :
प्रत्येक कार्यालय में प्राप्त, निपटाए गए एवं लंबित संदर्भ एवं मामलों की जानकारी जमा करने, उस पर प्रसंस्करण करने तथा वरिष्ठ अधिकारी / कार्यालयों के लिए जानकारी ऑनलाइन उपलब्ध कराने के लिए कंप्यूटरीकृत प्रणाली का उपयोग किया जाए। इस संबंध में उपयुक्त सॉफ्टवेयर विकसित करने की कार्रवाई सूचना प्रौद्योगिकी विभाग द्वारा की जाए। वर्तमान में एनआईसी, कोल्हापुर द्वारा ई-डिसनिक प्रणाली पर ezpdd सॉफ्टवेयर विकसित किया गया है और उसका उपयोग पुणे विभाग में हो रहा है। प्रत्येक मंत्रालयीन प्रशासनिक विभाग अपने अधीनस्थ कार्यालयों से संबंधित जानकारी के संकलन एवं समीक्षा के लिए इस एप्लिकेशन का उक्त संस्था से संपर्क कर अपने विभाग के लिए कस्टमाइजेशन करवाए। इस संबंध में विभागीय आयुक्त कार्यालय, पुणे सभी कार्यालयों को उचित मार्गदर्शन एवं सहयोग करे।
६. नियंत्रण एवं समीक्षा :
इस उपक्रम का कार्यान्वयन, समीक्षा एवं नियंत्रण निम्नलिखित पद्धति से किया जाए।
१. प्रत्येक कार्यालय के लिपिक ने किए गए काम का साप्ताहिक आढावा प्रपत्र-३ में अपने कार्यालय प्रमुख को प्रस्तुत करें। सभी लिपिकों द्वारा प्रस्तुत प्रपत्र-३ के आधार पर कार्यालय प्रमुख कार्यालय की साप्ताहिक जानकारी कर्मचारी-वार प्रपत्र-४ में संकलित करें। प्रत्येक कार्यालय प्रमुख प्रत्येक सोमवार सायंकाल ५.०० बजे अपने कार्यालय के सभी कर्मचारियों द्वारा किए गए काम की समीक्षा करें।
२. क्षेत्रीय कार्यालय से संबंधित सबसे कनिष्ठ कार्यालय (जैसे महसूली विभाग के लिए मंडल स्तरीय कार्यालय) अपनी साप्ताहिक जानकारी प्रपत्र-२ में अपने निकटतम वरिष्ठ कार्यालय (जैसे तालुका स्तरीय कार्यालय) को प्रत्येक सप्ताह के मंगलवार को प्रस्तुत करें।
३. जिन विभागों में उपविभागीय कार्यालय हैं, उन उपविभागीय कार्यालयों ने प्राप्त जानकारी का संकलन प्रपत्र-५ में करें एवं स्वयं के तथा अधीनस्थ तालुका स्तरीय कार्यालयों का पाक्षिक आढावा लें।
४. जिला स्तरीय कार्यालय प्रमुख अपने कार्यालय के सभी शाखा प्रमुख, उपविभागीय स्तरीय अधिकारी एवं तालुका स्तरीय अधिकारियों से प्राप्त रिपोर्ट का संकलन प्रपत्र-६ में करें एवं तदनुसार संबंधित कार्यालय प्रमुख एवं उनके कार्यालयों का मासिक आढावा लें।
५. विभागीय / प्रादेशिक कार्यालयों ने प्राप्त जानकारी का संकलन प्रपत्र-७ में करें एवं उसमें जिला स्तरीय कामकाज का मासिक आढावा लें।
६. संबंधित कार्यालय के मंत्रालयीन प्रशासनिक विभाग के अपर मुख्य सचिव / प्रधान सचिव / सचिव ने विभागीय / प्रादेशिक कार्यालय द्वारा प्रस्तुत जानकारी का संकलन प्रपत्र-८ में करें एवं इस प्रपत्र में विभागीय / प्रादेशिक कार्यालयों का मासिक आढावा लें।
सभी स्तरों के अधिकारी अपने दौरे में जिले के कार्यालयों का दौरा कर सभी अधिकारी एवं कर्मचारियों की बैठक लेकर इस विषय की समीक्षा करें एवं मार्गदर्शन करें।
७. प्रशिक्षण एवं क्षमता निर्माण :
इस कार्यक्रम के कार्यान्वयन के लिए अभिलेखों का अ, ब, क, ड वर्गीकरण, छह गड्ढे पद्धति, लिपिकों द्वारा रखी जाने वाली पंजिकाएं, अभिलेख कक्ष एवं उसका अद्यतनीकरण, जानकारी का संकलन एवं लंबित मामलों की समीक्षा की कार्यपद्धति का प्रशिक्षण संबंधित कार्यालय प्रमुख सभी अधिकारी एवं कर्मचारियों को दें।
८. आगंतुकों के लिए भेंट के दिन एवं समय :
आगंतुकों को कार्यालय में अधिकारी नहीं मिलते, मिल भी जाएं तो गंभीरता से उनकी समस्या समझकर निपटाते नहीं, ऐसा आम अनुभव है। इसलिए सभी स्तरों के कार्यालयों ने आगंतुकों के लिए निम्नलिखित समय सुरक्षित रखें।
१. मंत्रालयीन अधिकारियों ने दोपहर २.३० से ३.३० का समान समय जनता की भेंट के लिए सुरक्षित रखें एवं इस अवधि में यथासंभव विभागांतर्गत बैठकों का आयोजन न करें।
२. उपविभाग स्तरीय एवं उससे ऊपर के कार्यालयों ने आगंतुकों के लिए सोमवार एवं शुक्रवार दो दिनों में दोपहर ३.०० से ५.०० का समय सुरक्षित रखें।
३. तालुका स्तरीय कार्यालयों ने सोमवार, बुधवार एवं शुक्रवार तीन दिनों में दोपहर ३.०० से ५.०० का समय आगंतुकों के लिए सुरक्षित रखें।
४. आगंतुकों के लिए सुरक्षित रखे गए भेंट काल के बारे में सभी कार्यालयों ने अपने सूचना फलकों पर स्पष्ट रूप से प्रदर्शित करें। आगंतुकों के लिए सुरक्षित अवधि में संबंधित अधिकारी यथासंभव दौरा / बैठकें न आयोजित करें। प्रत्येक आगंतुक की बात पर्याप्त समय देकर सुनें एवं आवश्यक सहयोग करें।
९. इस निर्णय का कार्यान्वयन दिनांक १८ अप्रैल, २०१८ से किया जाए। उक्त शासन निर्णय का कार्यान्वयन कड़ाई से किया जाए। इस शासन निर्णय के साथ परिशिष्ट “अ” एवं प्रपत्र १ से ९ निर्धारित कर दिए गए हैं।
१०. यह कार्रवाई एक बार की मुहिम / अभियान के रूप में न चलाकर स्थायी स्वरूप की व्यवस्था के रूप में स्थायी रूप से चलाई जाए।
११. यह शासन निर्णय मंत्रालयीन प्रशासनिक विभागों के नियंत्रण अधीन सभी शासकीय / निमशासकीय कार्यालयों पर लागू रहेगा।
१२. यह शासन निर्णय महाराष्ट्र शासन की www.maharashtra.gov.in वेबसाइट पर उपलब्ध कराया गया है एवं इसका कंप्यूटर संकेतांक २०१८०२१५१८१६४६०००७ है। यह शासन निर्णय डिजिटल हस्ताक्षर से साक्षांकित कर जारी किया जा रहा है।

अभिलेखों का निंदनीकरण, वर्गीकरण एवं अद्यतनीकरण
छह गड्ढे पद्धति, अ, ब, क, ड वर्गीकरण, अभिलेख कक्ष एवं लिपिक दफ्तर की पंजिकाएं प्रत्येक कार्यालय के चार प्रमुख घटक हैं। प्रत्येक अधिकारी / कर्मचारी को इन चार घटकों की जानकारी होना अत्यंत आवश्यक है। इसलिए सभी अधिकारी एवं कर्मचारियों को कार्यालय के इन चार प्रमुख घटकों का प्रशिक्षण दिया जाए।
१) छह गड्ढे पद्धति
कार्यालय प्रबंधन में छह गड्ढे पद्धति का अनन्यसाधारण महत्व है। प्रत्येक लिपिक अपना दफ्तर सदैव निम्नलिखित छह गड्ढे पद्धति के अनुसार रखे :
१) लंबित मामले
२) प्रतीक्षाधीन मामले
३) नियतकालिके
४) स्थायी आदेश संचिका
५) अभिलेख कक्ष में भेजने योग्य मामले
६) नष्ट करने योग्य कागजात
२) अ, ब, क, ड वर्गीकरण
अभिलेख सुरक्षित रखने के लिए अ, ब, क, ड वर्गीकरण के अनुसार अवधि निश्चित की गई है। इसी अनुसार अभिलेखों का निंदनीकरण (Sorting) एवं वर्गीकरण (Classification) किया जाए। अभिलेख कक्ष में रखने योग्य नस्तियों की अवधि निम्नलिखित रहेगी :
अ – स्थायी स्वरूप
ब – ३० वर्ष तक
क – ५ वर्ष तक
ड – एक वर्ष तक
“जेड” अभिलेख – शासन के प्रत्येक विभाग / कार्यालय में कार्रवाई पूर्ण हो चुकी विविध कागजात / नस्तियों का अ, ब, क, ड के अनुसार वर्गीकरण किया जाता है। किंतु नई योजना, कार्यक्रम, उपक्रम शुरू होने पर उत्पन्न होने वाले कागजात यदि अ, ब, क, ड में से किसी भी वर्गीकरण में न आते हों तो उनका वर्गीकरण “जेड” के रूप में किया जाए। विभाग प्रमुख ऐसे जेड वर्गीकृत अभिलेख कितनी अवधि तक रखे जाएं, इस बारे में विचार कर अवधि शासन के संबंधित मंत्रालयीन सचिव को प्रस्तावित करें। शासन स्तर से निर्णय मिलने के बाद ऐसे कागजात “जेड” वर्ग से संबंधित अवधि के लिए वर्गीकृत कर अभिलेख कक्ष में उचित स्थान पर रखे जाएं।
अभिलेख कक्ष
प्रत्येक कार्यालय में अ, ब, क, ड वर्गीकरण के अनुसार अभिलेख रखने के लिए अभिलेख कक्ष होना आवश्यक है। जहां अभिलेख कक्ष न हो वहां बनाया जाए। प्रत्येक अभिलेख कक्ष के लिए उपलब्ध कर्मचारियों में से अभिलेखापाल नियुक्त किया जाए। कामकाज पूर्ण हो चुकी नस्तियां सूचीबद्ध कर अभिलेख कक्ष में भेजी जाएं। अभिलेख कक्ष के अभिलेख कार्यालयीन कामकाज के लिए आवश्यक होने पर मांग के अनुसार अभिलेखापाल उपलब्ध कराए।
३.१) अभिलेख कक्ष का अद्यतनीकरण
१) मुहिम अवधि में पहले कार्यालय एवं संकलन कक्ष के सभी अभिलेखों का निंदनीकरण, वर्गीकरण एवं अद्यतनीकरण किया जाए। उसके बाद अभिलेख कक्ष के अभिलेखों का अद्यतनीकरण किया जाए। अभिलेख कक्ष के सभी अभिलेख संबंधित शाखाओं के कब्जे में दिए जाएं। संबंधित शाखाएं नष्ट करने योग्य अभिलेख नष्ट कर, रखने योग्य अभिलेख पुनः अभिलेख कक्ष में भेजकर सुरक्षित रखें।
२) अभिलेख कक्ष के अभिलेख सभी शाखाओं को सौंपने के बाद खाली हुए अभिलेख कक्ष की मरम्मत, रंग-रोगन करवाई जाए। अभिलेख रखने की शेल्फ की मरम्मत एवं रंग-रोगन करवाई जाए। कीटनाशक का छिड़काव किया जाए। पर्याप्त प्रकाश व्यवस्था एवं हवादार वातावरण के लिए उपाय किए जाएं। अभिलेखों की सुरक्षा एवं स्थायी जतन के लिए उपाय किए जाएं।
३) अभिलेख अद्यतनीकरण की कार्रवाई की जानकारी प्रपत्र-१ अ एवं प्रपत्र-१ ब में कार्यालय-वार संकलित कर पर्यवेक्षीय कार्यालय को भेजी जाए।
३.२) पुरातत्व विभाग की मान्यता
महाराष्ट्र सार्वजनिक अभिलेख नियम, २००७ के नियम ९ के अनुसार ३० वर्ष तक के पुराने अभिलेख (अर्थात् “ब” वर्गीय अभिलेख) का मूल्यांकन किए बिना कोई भी अभिलेख नष्ट नहीं किया जा सकता। पुराभिलेख संचालनालय की अभिलेख प्रबंधन मार्गदर्शिका के अध्याय ३ (परिच्छेद ९) के अनुसार “ब” अभिलेख नष्ट करने से पहले उनकी सूची संचालक, पुराभिलेख को भेजकर उनकी सहमति लेकर नष्ट करने की कार्रवाई की जाए।
३.३) कॉम्पैक्टर्स का उपयोग
अभिलेख कक्ष में अभिलेख विभिन्न रुमालों में बांधकर रखने की वर्तमान पद्धति में अभिलेख खुले रहते हैं, जिससे धूल, नमी आदि का प्रभाव पड़ता है। इसके लिए अभिलेख कक्ष में शेल्फ के स्थान पर कॉम्पैक्टर्स का उपयोग किया जाए, जिससे अभिलेख अधिक सुरक्षित एवं कम स्थान में रखे जा सकें। इससे अतिरिक्त स्थान उपलब्ध होगा जिसका उपयोग कार्यालयीन कामकाज के लिए किया जा सकेगा।
३.४) अभिलेख कक्ष के लिए सॉफ्टवेयर
अभिलेख कक्ष में रखे अभिलेख तुरंत उपलब्ध कराने के लिए कंप्यूटरीकृत सॉफ्टवेयर का उपयोग किया जाए। राष्ट्रीय सूचना केंद्र (NIC) ने “ई-अभिलेख” नाम से सॉफ्टवेयर विकसित किया है। सभी कार्यालयों को यह सॉफ्टवेयर उपलब्ध कराने की कार्रवाई सूचना प्रौद्योगिकी संचालनालय द्वारा की जाए।
४) लिपिकों के दफ्तर की पंजिकाएं
प्रत्येक लिपिक के दफ्तर में निम्नलिखित तीन पंजिकाएं रखी जाएं :
१. कार्य विवरण (वर्कशीट) – लिपिक के पास आया सभी पत्रव्यवहार कार्य विवरण पंजिका में दर्ज कर निपटाने की कार्रवाई की जाए। विशेष मामले एवं प्रतीक्षाधीन मामले संबंधित पंजिका में दर्ज कर कार्य विवरण से कम किए जाएं।
२. प्रतीक्षाधीन पंजिका – क्षेत्रीय या अन्य कार्यालयों से रिपोर्ट मांगी गई मामलों की प्रविष्टि प्रतीक्षाधीन पंजिका में की जाए। रिपोर्ट शीघ्र प्राप्त करने के लिए इस पंजिका से स्वतंत्र रूप से अनुवर्ती कार्रवाई की जाए।
३. विशेष पंजिका – किसी विषय के मामले बड़ी संख्या में आने पर उनकी प्रविष्टि एक ही विशेष पंजिका में की जाए (उदाहरण : भूमि मांग के मामले, अकृषि अनुमति के आवेदन, शस्त्र लाइसेंस आवेदन आदि)।
सप्ताह के अंत में कुल कितने संदर्भ प्राप्त हुए, कितने पर कार्रवाई हुई एवं कितने शेष रहे, इसका सार प्रत्येक पंजिका में निकाला जाए। सार के नीचे लंबित मामलों की अवधि उनके अनुक्रमांक सहित दी जाए। लिपिक स्वयं हस्ताक्षर कर पंजिकाएं पर्यवेक्षीय अधिकारी के माध्यम से प्रत्येक सोमवार को कार्यालय प्रमुख के हस्ताक्षर के लिए भेजें। कार्यालयीन अधीक्षक एवं कार्यालय प्रमुख अवलोकन कर उचित टिप्पणी लिखकर एवं हस्ताक्षर कर लंबित मामलों को निपटाने के निर्देश दें।
५) संदर्भ एवं मामलों को निपटाने की कार्रवाई
१) कार्य विवरण – प्रत्येक लिपिक कार्य विवरण पंजिका के लंबित संदर्भ रोजाना निपटाए। डाक की आवक अधिक होने या काम बढ़ने पर रोजाना निपटाना संभव न हो तो सोमवार सुबह तक लंबित मामलों / संदर्भों की संख्या शून्य पर लाई जाए। प्रत्येक सोमवार को लिपिक की कार्य विवरण पंजिका में पिछले सप्ताह के अंत की शेष राशि यथासंभव शून्य हो।
२) प्रतीक्षाधीन एवं विशेष पंजिका – इन पंजिकाओं में लंबितता अधीनस्थ या अन्य कार्यालयों से प्राप्त रिपोर्ट पर निर्भर होती है। रिपोर्ट प्राप्त होते ही संबंधित लिपिक तुरंत कार्रवाई कर उसी सप्ताह में संदर्भ निपटाए। सभी जांच रिपोर्ट प्राप्त हो चुके संदर्भ लिपिक वरिष्ठों को प्रस्तुत कर सप्ताह के अंत तक शून्य लंबितता हासिल करे। प्रत्येक वरिष्ठ अधिकारी प्रस्तुत नस्ती पर उसी दिन निर्णय देकर उसे आगे भेजे। कार्यालय प्रमुख एवं विभाग प्रमुख प्राप्त नस्ती पर उसी दिन निर्णय दें एवं नस्ती लिपिक के पास तुरंत वापस पहुंचे। विशेष अध्ययन वाले मामलों में अपवाद हो सकता है, किंतु यथासंभव आठ दिनों के भीतर निर्णय दिया जाए।
६) कार्यालयीन पंजिकाएं
कार्यालय में आया सभी पत्रव्यवहार स्वतंत्र आवक पंजिका में दर्ज कर संबंधित लिपिक को कार्रवाई के लिए दिया जाए। बाहर भेजे जाने वाले पत्र जावक पंजिका में दर्ज किए जाएं। इसके अतिरिक्त विशेष पंजिकाएं रखकर न्यायालयीन संदर्भ, लोकायुक्त संदर्भ, शासन संदर्भ, विभागीय आयुक्त संदर्भ, विधानमंडल प्रश्न, मुख्यमंत्री संदर्भ आदि का अनुवर्ती कार्यालयीन अधीक्षक एवं कार्यालय प्रमुख स्तर पर किया जाए।
कार्यपद्धति के मापदंड
महाराष्ट्र शासकीय कर्मचारियों के स्थानांतरण का विनियमन एवं शासकीय कर्तव्य निभाने में विलंब रोक अधिनियम २००५ की धारा १० के परंतुक के अनुसार सामान्यतः कोई भी फाइल / संदर्भ विभाग या कार्यालय के किसी भी कर्मचारी के पास कार्य दिवसों के ७ दिनों से अधिक लंबित नहीं रहेगा। तात्कालिक एवं अत्यावश्यक फाइलें यथासंभव शीघ्रता एवं प्राथमिकता से निपटाई जाएं (तात्कालिक फाइल यथासंभव १ दिन में या अगले दिन सुबह, अत्यावश्यक फाइल यथासंभव ४ दिनों में)।
महाराष्ट्र लोकसेवा अधिकार अधिनियम, २०१५ के अंतर्गत अधिसूचित सेवाओं के लिए संबंधित विभाग की अधिसूचना में निर्धारित अवधि में सेवा दी जाए। उन मामलों में इस शासन निर्णय के परिच्छेद (ब) (i) में उल्लिखित अवधि लागू नहीं होगी।🙏

मुंबई, १५ फेब्रुवारी २०१८ (प्रतिनिधी) – नागरिकांची आणि प्रशासकीय कामे जलदगतीने पूर्ण व्हावीत, या उद्देशाने महाराष्ट्र शासनाने “झिरो पेन्डन्सी अॅण्ड डेली डिस्पोजल” ही प्रभावी कार्यालयीन कार्यपद्धती संपूर्ण राज्यात लागू करण्याचा निर्णय घेतला आहे.
सामान्य प्रशासन विभागाने जारी केलेल्या शासन निर्णय क्रमांक संकीर्ण-२०१८/प्र.क्र.९/१८ (र. व का.) अन्वये ही योजना सर्व शासकीय व निमशासकीय कार्यालयांमध्ये १८ एप्रिल २०१८ पासून लागू होणार आहे. विभागीय आयुक्त, पुणे यांनी पुणे विभागात यशस्वीरीत्या राबविलेल्या या उपक्रमाची उपयुक्तता विचारात घेऊन तो आता संपूर्ण राज्यात स्थायी स्वरूपात राबविण्यात येणार आहे.
झिरो पेन्डन्सी म्हणजे काय?
कार्यालयात प्रलंबित असलेली सर्व प्रकरणे व संदर्भ निकाली काढणे तसेच नवीन प्राप्त होणारी प्रकरणे विहित कालमर्यादेत निकाली काढणे, म्हणजेच “झिरो पेन्डन्सी”. यासाठी कार्यालयांच्या स्तरांनुसार कमाल कालमर्यादा निश्चित करण्यात आली आहे.
क्षेत्रिय अहवाल नसताना: मंडळ ते राज्य स्तर – ७ ते १५ दिवस
क्षेत्रिय अहवाल आवश्यक असताना: मंडळ – १ महिना, तालुका – २ महिने, जिल्हा – ३ महिने, विभागीय – ४ महिने, राज्य – ५ महिने
डेली डिस्पोजल म्हणजे प्रत्येक दिवशी प्राप्त झालेल्या प्रत्येक संदर्भ व प्रकरणावर शक्यतो त्याच दिवशी कार्यवाही करणे.

मुख्य सचिव सुमीत मल्लिक यांच्या डिजिटल स्वाक्षरीने जारी झालेल्या या शासन निर्णयात स्पष्ट करण्यात आले आहे की, ही एकवेळची मोहीम नसून स्थायी व्यवस्था म्हणून राबवावी. महाराष्ट्र शासकीय कर्मचाऱ्यांच्या विलंबास प्रतिबंध अधिनियम, २००५ आणि महाराष्ट्र लोकसेवा हक्क अधिनियम, २०१५ च्या तरतुदींनाही प्राधान्य राहील.
या निर्णयामुळे जनतेला जलद सेवा मिळणे, प्रशासकीय कामकाजात पारदर्शकता येणे आणि प्रलंबित प्रकरणांचा डोंगर कमी होणे अपेक्षित आहे. सर्व विभागांना या निर्णयाची काटेकोर अंमलबजावणी करण्याचे निर्देश देण्यात आले आहेत.

महाराष्ट्र शासनाने सामान्य प्रशासन विभागामार्फत शासकीय आणि निमशासकीय कार्यालयांसाठी “झिरो पेंडन्सी अँड डेली डिस्पोजल” (शून्य प्रलंबिता आणि दैनिक निपटारा) ही कार्यालयीन कामकाजाची कार्यपद्धती लागू करण्याचा निर्णय घेतला आहे. शासन निर्णय क्रमांक संकीर्ण-२०१८/प्र.क्र.९/१८ (र. व का.) दिनांक १५ फेब्रुवारी २०१८ रोजी जारी करण्यात आला आहे.
नागरिकांची आणि प्रशासकीय कामे जलदगतीने पूर्ण होण्यासाठी कार्यालयांचे व्यवस्थापन सुव्यवस्थित असणे आवश्यक आहे, असे प्रस्तावनेत म्हटले आहे. यासाठी प्रत्येक कार्यालयातील अभिलेख अद्ययावत ठेवणे, नोंदवह्या नियमित लिहिणे आणि प्रलंबित प्रकरणांचा नियमित आढावा घेणे गरजेचे आहे. पुणे विभागात विभागीय आयुक्त कार्यालयाने ही पद्धत यशस्वीरित्या राबविल्याने तिची उपयुक्तता लक्षात घेऊन संपूर्ण राज्यात लागू करण्यात आली आहे.
शून्य प्रलंबिता म्हणजे काय?
कार्यालयात प्रलंबित असलेले सर्व संदर्भ आणि प्रकरणे निकाली काढणे तसेच नव्याने प्राप्त झालेली प्रकरणे विहित कालमर्यादेत निकाली काढणे. क्षेत्रीय अहवालाची गरज नसल्यास बहुतेक स्तरांवर ७ दिवस, तर अहवालाची गरज असल्यास मंडळ स्तरावर एक महिना ते राज्य स्तरावर पाच महिने अशी कमाल मुदत निश्चित करण्यात आली आहे. ही मुदत केवळ या कार्यक्रमाच्या सुरुवातीच्या टप्प्यासाठी लागू आहे. विलंबास प्रतिबंध अधिनियम, २००५ आणि महाराष्ट्र लोकसेवा हक्क अधिनियम, २०१५ अंतर्गत अधिसूचित सेवांसाठी विहित कालावधी तसाच लागू राहील.
दैनिक निपटारा
दररोज प्राप्त झालेल्या संदर्भांवर शक्यतो त्याच दिवशी कार्यवाही करणे. अभिलेख अद्ययावत ठेवणे अनिवार्य आहे.
इतर महत्त्वाच्या तरतुदी
सहा गड्ढे पद्धती, अ-ब-क-ड वर्गीकरण, अभिलेख कक्षाचे अद्ययावतीकरण आणि लिपीकांच्या नोंदवह्या (कार्यविवरण, प्रतीक्षाधीन व विशेष नोंदवही) यांचे प्रशिक्षण अनिवार्य.

Preamble:
For the prompt disposal of citizens’ and administrative work, the management of government and semi-government offices must be systematically organised in accordance with the Office Procedure Manual. For this purpose, it is essential that the records of the office and record room of every government office are kept up-to-date and safe, that office registers are maintained regularly and summarised, and that heads of offices regularly review cases received, disposed of and pending in their own and supervisory offices, and ensure that pending cases are disposed of within a fixed time-frame. As a result, public and administrative work will be completed within the prescribed period.
At present, the office working methodology of “Zero Pendency and Daily Disposal” is being successfully implemented in Pune Division by the Divisional Commissioner, Pune. Keeping in view the success and utility of this initiative…

In the second phase, a programme shall be taken up in accordance with the “Zero Pendency and Daily Disposal” methodology for disposing of pending cases and for disposing of newly received references and cases.
1. Zero Pendency:
Zero Pendency means disposing of all pending references and cases in the office and thereafter disposing of received references and cases within the prescribed time-limit. For this purpose, the maximum time-limits for disposal of references and cases are fixed as under:

The time-limit instructions given in the above table shall apply only for this programme. After implementation of Phase No. 2, when the office achieves zero pendency of references and cases, the above period instructions shall cease to apply. In addition, disposal of cases and references in accordance with the periods prescribed under the Prevention of Delay Act, 2005 shall remain binding. Further, for services notified under the Maharashtra Right to Public Services Act, 2015, the periods prescribed in the relevant notification shall continue to apply as they are.
ii. Daily Disposal
Daily Disposal means that every officer and employee of every government office shall, as far as possible, take action on every reference and case received each day on the same day. While taking such action, the office records shall be updated.
The work of disposing of all types of pending work found at the end of Phase No. 1 shall be taken up as Phase No. 2.

The performance of the employee in this regard shall be treated as part of their KRA (Key Result Area). While assessing the confidential records of the concerned officer/employee, the supervisory officer shall take into account the information in Form-9.
5. Use of Computer and Computerised System:
A computerised system shall be used in every office for collecting information regarding received, disposed of and pending references and cases, for processing the same, and for making the information available online to senior officers/offices. In this regard, the Information Technology Department shall take action to develop suitable software. At present, NIC, Kolhapur has developed the ezpdd software on the e-Dishnik system and it is being used in Pune Division. Every Mantralaya administrative department shall contact the said organisation for customisation of this application for compilation and review of information relating to its subordinate offices. In this regard, the Divisional Commissioner’s Office, Pune shall provide appropriate guidance and cooperation to all offices.
6. Control and Review:
The implementation, review and control of this initiative shall be carried out in the following manner:
Every clerk of the office shall submit a weekly review of the work done by him in Form-3 to the head of his office. On the basis of Form-3 submitted by all clerks, the head of the office shall compile the weekly information of the office employee-wise in Form-4. Every head of office shall, every Monday at 5.00 p.m., review the work done by all employees of his office.
The lowest-level office related to the field office (e.g., Mandal-level office for the Revenue Department) shall submit its weekly information in Form-2 to its immediate superior office (e.g., Taluka-level office) every Tuesday of the week.
In departments where there are sub-divisional offices, those sub-divisional offices shall compile the information received in Form-5 and take a fortnightly review of their own and subordinate Taluka-level offices.
The head of the district-level office shall compile the reports received from all branch heads of his office, sub-divisional level officers and Taluka-level officers in Form-6 and accordingly take a monthly review of the concerned heads of offices and their offices.
Divisional/Regional offices shall compile the information received in Form-7 and take a monthly review of the district-level work therein.
The Additional Chief Secretary / Principal Secretary / Secretary of the concerned Mantralaya administrative department of the office shall compile the information submitted by the Divisional/Regional office in Form-8 and take a monthly review of the Divisional/Regional offices in this form.
Officers at all levels shall, during their tours, visit the offices of the district, hold meetings of all officers and employees, review this subject and provide guidance.
7. Training and Capacity Building:
For the implementation of this programme, the head of the concerned office shall impart training to all officers and employees on the A, B, C, D classification of records, the Six-Pit system, the registers to be maintained by clerks, the record room and its updating, compilation of information and the methodology for review of pending cases.
8. Meeting Days and Timings for Visitors:
It is a common experience that visitors do not get to meet officers in the office, or even if they do meet, the officers do not seriously understand and dispose of their problems. Therefore, offices at all levels shall keep the following timings reserved for visitors:
Mantralaya officers shall keep a common time from 2.30 p.m. to 3.30 p.m. reserved for meeting the public and, as far as possible, shall not organise intra-departmental meetings during this period.
Sub-division level and higher offices shall keep the time from 3.00 p.m. to 5.00 p.m. reserved for visitors on two days – Monday and Friday.
Taluka-level offices shall keep the time from 3.00 p.m. to 5.00 p.m. reserved for visitors on three days – Monday, Wednesday and Friday.
All offices shall clearly display on their notice boards the meeting period reserved for visitors. During the period reserved for visitors, the concerned officers shall, as far as possible, not organise tours/meetings. They shall listen to every visitor by giving adequate time and extend necessary cooperation.
9. The implementation of this decision shall commence from 18 April 2018. The said Government Resolution shall be strictly implemented. Appendix “A” and Forms 1 to 9 have been prescribed along with this Government Resolution.
10. This action shall not be carried out as a one-time campaign/drive but shall be continued permanently as a permanent system.
11. This Government Resolution shall apply to all government/semi-government offices under the control of Mantralaya administrative departments.

Appendix “A”

Weeding, Classification and Updating of Records
The Six-Pit system, A, B, C, D classification, the record room and the registers of the clerk’s office are the four main components of every office. It is extremely necessary that every officer/employee has knowledge of these four components. Therefore, all officers and employees shall be imparted training on these four main components of the office.
1) Six-Pit System
The Six-Pit system has unique importance in office management. Every clerk shall always maintain his office according to the following Six-Pit system:
Pending cases
Cases awaiting reports
Periodicals
Standing Order file
Cases fit to be sent to the record room
Papers fit for destruction
2) A, B, C, D Classification
For safe custody of records, periods have been fixed according to A, B, C, D classification. Sorting and classification of records shall be done accordingly. The periods for files fit to be kept in the record room shall be as under:
A – Permanent nature
B – Up to 30 years
C – Up to 5 years
D – Up to one year
“Z” Records – In every department/office of the Government, various papers/files on which action has been completed are classified according to A, B, C, D. However, if papers arising on the commencement of a new scheme, programme or initiative do not fall under any of the A, B, C, D classifications, they shall be classified as “Z”. The head of the department shall consider for how long such Z-classified records should be retained and propose the period to the concerned Mantralaya Secretary of the Government. After a decision is received from the Government level, such papers shall be classified for the relevant period under the “Z” category and kept at the appropriate place in the record room.
Record Room
It is necessary that every office has a record room for keeping records according to A, B, C, D classification. Where there is no record room, one shall be created. A Record Keeper shall be appointed from among the available staff for every record room. Files on which work has been completed shall be listed and sent to the record room. When records of the record room are required for official work, the Record Keeper shall make them available on demand.
3.1) Updating of the Record Room
During the campaign period, first the sorting, classification and updating of all records of the office and compilation room shall be done. Thereafter, the records of the record room shall be updated. All records of the record room shall be handed over to the concerned branches. The concerned branches shall destroy records fit for destruction and send records fit for retention back to the record room for safe custody.
After handing over the records of the record room to all branches, the vacant record room shall be repaired and painted. The shelves for keeping records shall be repaired and painted. Insecticide shall be sprayed. Measures shall be taken for adequate lighting and a ventilated atmosphere. Measures shall be taken for the security and permanent preservation of records.
Information regarding the action of record updating shall be compiled office-wise in Form-1A and Form-1B and sent to the supervisory office.
3.2) Approval of the Archaeology Department
According to Rule 9 of the Maharashtra Public Records Rules, 2007, no record older than 30 years (i.e., “B” category records) can be destroyed without evaluation. According to Chapter 3 (Paragraph 9) of the Record Management Guide of the Directorate of Archives, before destroying “B” records, their list shall be sent to the Director of Archives and action for destruction shall be taken only after obtaining their consent.
3.3) Use of Compactors
In the present system of keeping records in the record room tied in various bundles, the records remain open, which exposes them to dust, moisture, etc. For this purpose, instead of shelves, compactors shall be used in the record room so that records can be kept more safely and in less space. This will make additional space available which can be used for official work.
3.4) Software for the Record Room
Computerised software shall be used for making records kept in the record room immediately available. The National Informatics Centre (NIC) has developed software named “e-Abhilekh”. Action to make this software available to all offices shall be taken by the Directorate of Information Technology.
4) Registers of the Clerk’s Office
The following three registers shall be maintained in the office of every clerk:
Work Details (Worksheet) – All correspondence received by the clerk shall be entered in the Work Details register and action for disposal shall be taken. Special cases and cases awaiting reports shall be entered in the relevant register and reduced from the Work Details.
Pending Register – Entries of cases in which reports have been called for from field or other offices shall be made in the Pending Register. Independent follow-up action shall be taken from this register for obtaining reports promptly.
Special Register – When a large number of cases on any subject are received, their entries shall be made in one Special Register (examples: cases of land demand, applications for non-agricultural permission, applications for arms licences, etc.).
At the end of the week, a summary of how many references were received in total, how many were acted upon and how many remained pending shall be drawn in every register. Below the summary, the period of pending cases along with their serial numbers shall be given. The clerk shall himself sign and send the registers through the supervisory officer every Monday for the signature of the head of the office. The Office Superintendent and the head of the office shall peruse them, write appropriate remarks, sign and give directions for disposal of pending cases.
5) Action for Disposal of References and Cases
Work Details – Every clerk shall dispose of the pending references of the Work Details register daily. If it is not possible to dispose of them daily due to heavy incoming dak or increase in work, the number of pending cases/references shall be brought to zero by Monday morning. Every Monday, the balance at the end of the previous week in the clerk’s Work Details register shall, as far as possible, be zero.
Pending and Special Registers – Pendency in these registers depends on reports received from subordinate or other offices. As soon as the report is received, the concerned clerk shall take immediate action and dispose of the reference in the same week. The clerk shall present all references for which inquiry reports have been received to the seniors and achieve zero pendency by the end of the week. Every senior officer shall give a decision on the same day on the file presented and forward it further. The head of the office and the head of the department shall give a decision on the same day on the received file and the file shall immediately return to the clerk. Exception may be made in cases requiring special study, but as far as possible a decision shall be given within eight days.
6) Office Registers
All correspondence received in the office shall be entered in an independent Inward Register and given to the concerned clerk for action. Letters to be sent outside shall be entered in the Outward Register. In addition, Special Registers shall be maintained and follow-up of court references, Lokayukta references, Government references, Divisional Commissioner references, Legislative Assembly questions, Chief Minister’s references, etc. shall be done at the level of the Office Superintendent and the head of the office.
Standards of Working Methodology
According to the proviso to Section 10 of the Maharashtra Government Servants Regulation of Transfers and Prevention of Delay in Discharge of Official Duties Act, 2005, generally no file/reference shall remain pending with any employee of the department or office for more than 7 working days. Immediate and urgent files shall, as far as possible, be disposed of with speed and priority (immediate file as far as possible in 1 day or next morning, urgent file as far as possible in 4 days).
For services notified under the Maharashtra Right to Public Services Act, 2015, the service shall be provided within the period prescribed in the notification of the concerned department. In those cases, the period mentioned in paragraph (B)(i) of this Government Resolution shall not apply.🙏
